Foulques was the younger son of Bodon de Nevers, comte de Vendôme, and Adèle d'Anjou, comtesse de Vendôme. With his wife Petronille de Châteaurenaud, daughter of Sire Gaucher II de Châteaurenaud, he had three children of whom Euphrosyne would have progeny, marrying Geoffroy de Preuilly dit Jourdan, sire de Preuilly.
In 1028 on the death of his elder brother Bouchard II who had succeeded their father as count of Vendôme, his mother Adèle took back the county and gave half to him, but he was dissatisfied and attempted to evict his mother, who then gave his share to her half-brother Geoffrey II Martel, who was soon in possession of the entire county. It was not until 1056 that Geoffrey passed the county over to Foulques at the request of Henri I, king of France, under his suzerainty. Foulques was regularly in conflict with Thibaud III, comte de Blois, Chartres et Champagne, and with the abbey of La Trinité. He died in 1066.
