Franz Wolfgang was born about 1483, the son of Eitel Friedrich II, Graf von Hohenzollern, and Magdalene, Markgräfin von Brandenburg. In 1495 aged 12 he accompanied his father to the Diet of Worms under Emperor Maximilian I. In 1511 he attended the Diet at Augsburg.
In 1503 Franz Wolfgang married Markgräfin Rosine von Baden, daughter of Christoph I, Markgraf von Baden, and Ottilie, Gräfin von Katzenelnbogen. Of their seven children only Elisabeth would have progeny, marrying Hans Christoph von der Leiter.
When his father died in 1512 he was succeeded as count of Hohenzollern by Eitel Friedrich III, while Franz Wolfgang became count of Haigerloch.
Franz Wolfgang died on 16 June 1517. After his death his widow Rosine received the castle of Haigerloch as her widow's seat. In 1526 she married Johann von Ow zu Wachendorf, but did not have further progeny.
