Philippe was born in 1358 the son of Jean d'Artois, comte d'Eu, seigneur de St.Valery et d'Ault, and Isabelle de Melun. In 1387 he succeeded his elder brother Robert as comte d'Eu.
Philippe was a gallant and energetic soldier. Taking part in the campaign in Flanders, he captured Bergues and Bourbourg (the latter in 1383) from the English. In 1390 he joined the unsuccessful expedition of Louis II, duc de Bourbon, against Mahdia, taking part in the siege of Tunis. He went on a pilgrimage to the Holy Land, and was imprisoned there by the sultan of Egypt. After some months of captivity he was released through the mediation of the marshal of France Jean Boucicaut. In 1392 King Charles VI appointed Philippe constable of France, replacing the deposed Olivier de Clisson.
On 27 January 1392 in Paris, Philippe married Marie de Berry, widow of Louis III de Châtillon, comte de Dunois et de Romorantin, and daughter of Jean I, duc de Berry, comte de Poitou, and Jeanne d'Armagnac. Of their four children only their daughter Bonne would have progeny.
Philippe was prominent in the French and Burgundian contingent led by Jean 'the Fearless', duke of Burgundy, in the allied forces led by Sigismund, king of Hungary and Bohemia, on the crusade against the Ottoman empire of Sultan Bayezid I. At the Battle of Nicopolis in 1396 he was captured, and subsequently died in captivity at Micalizo, Anatolia on 16 June 1397.
